Data Is Not Intelligence: Why Satellite Access Alone Won't Save African Land

In 2025, teams working under the AFR100 Secretariat travelled across Kenya, Malawi, Nigeria, and Tanzania to do something that sounds almost too basic to be the subject of a field mission: find out what was actually happening on the ground.
AFR100 had, by then, mobilised 34 African governments to pledge the restoration of 130 million hectares of degraded land, well past the original target. That is a genuine achievement. But pledges are not hectares, and nobody had a reliable way of confirming how much of that commitment had translated into trees in the ground, soil recovering, or communities actually seeing a different landscape. So specialists went village to village, spreading paper maps across wooden tables in meeting halls, asking community leaders to point at the areas where agroforestry had actually taken hold.
That image is worth taking a moment to consider. After a decade of satellite programmes opening up African earth observation data, including GMES & Africa, Digital Earth Africa, and others, the way you verify a continental restoration commitment in 2025 still largely relies on someone unrolling a paper map on a table and asking a farmer where the trees are.
I don't say that to criticise the AFR100 teams. If anything, it proves the point. They did the field verification precisely because the imagery alone couldn't answer the question. And this isn't unique to that one programme, the World Resources Institute ran a regional workshop in Accra in September 2025 for exactly this reason, because most AFR100 countries had already begun restoration policy work but still lacked the consistent, reliable data needed to demonstrate whether it was succeeding.
The bottleneck moved. Most people haven't noticed.
For years, the story in this sector was that Africa didn't have enough satellite data. That story is now mostly out of date. Between free Sentinel and Landsat archives, Digital Earth Africa's processed datasets, and a growing list of commercial providers, most African governments have more earth observation imagery available to them today than they have people who can turn it into a decision.
That's the part that doesn't make it into most donor reports. Fragmented data isn't usually a data-collection problem. It's an institutional one - restoration information scattered across a forestry department, an environment ministry, and an agricultural extension office that don't share a workflow, sometimes don't share a database format, and were never asked to.
I've seen this pattern up close through our own work on the AFR100 data collation consultancy. The imagery existed. What was missing, country to country, was a consistent way to georeference it against the right administrative boundaries, clean it so two ministries were even talking about the same units, and hand it to someone with the mandate to act on it. None of that is a satellite problem.
What this actually costs
When restoration monitoring depends on ad hoc field verification rather than a working system, a few things happen, and none of them shows up in a press release:
Progress gets reported later than it happens, sometimes years later, which means course corrections arrive too late to matter for that funding cycle. Donors and DFIs, reasonably, start discounting self-reported figures, which makes the next round of financing harder to secure even when the underlying restoration work is genuine. And local field teams end up doing, by hand and on foot, verification work that a properly maintained monitoring system should have been doing automatically in the background the whole time.
That last point is the one that should bother people most. Skilled field staff spending their time confirming what a well-maintained dashboard should already know is not a sustainable use of scarce technical capacity, anywhere on the continent.
Where the actual work is
The next stage of this field isn't going to be won by whoever has access to the newest satellite. That layer is becoming commoditised faster than most institutions have adjusted to. What's still genuinely scarce is the capacity to take that imagery, reconcile it against ground truth and local administrative reality, and keep the resulting system running after the initial project funding ends, which is usually exactly when maintenance quietly stops.
That is the layer Green Angel Innovations works in.
